by WCBC Radio Maryland State Police arrested a man on impaired driving charges after a crash in which a moped was struck this evening in Washington County. The suspect, Joseph Donald Guessford III, 43, of Hagerstown, Maryland is charged with impaired driving and numerous traffic charges to include leaving the scene of personal injury collision.. He was transported to the Maryland State Police Hagerstown Barrack for processing before being released to the Washington County Detention Center. Additional charges are pending in the case.
